When Governing Urban Waters Differently: Five Tenets for Socio-Environmental Justice in Urban Climate Adaptation Interventions

Municipalities, their utilities and resource managers are designing implementing policies programs toward climate adaptation, which means governing urban water resources differently. Urban thus expanding roles responsibilities through the installation maintenance of green stormwater infrastructure (GSI) systems. This system expansion is perhaps more striking for administering GSI-related because they acquire a role that has an impact on how residents neighborhoods will differentially experience effects change. Through in-depth qualitative study GSI program in Tucson, Arizona, USA, we contribute to socio-environmental justice framework with specific attention distributive, procedural, recognition, interactional, mobility justice. We highlight approach requires decision-makers recognize respect ways people’s everyday relationship impacted by culturally mediated social norms values, as well legacies exclusion inclusion development governance. Thus, argue discussions around equity governance need be placed within address historical inequalities ensure these not reproduced GSI.
